China Passport holder who are Permanent Resident in Singapore are able to enter into Vietnam
May I ask for China Passport holder who are Permanent Resident in Singapore are able to enter Vietnam and apply Vietnam visa on this current Conovirus?

Unfortunately, "Vietnam suspends entry for all foreign nationals" from 22 March, 2020 amid the Coronavirus pandemic as you can see below:
